The only obvious problem I see is the fact that France has the designated licence plate FR, and being a founding member of the Union will likely not give it up. I think you can give Fryssia either FY or FA The Euro licence plate code for France is F not FR, so he can use it, though I would choose F...

Just a small detail question. Is it on purpose that you gave the La-11 the La-9 reporting name Fritz instead of the La-11 reporting name Fang?
