The rails are wrong, they need to be done like all other railings on every other ship on the bucket. An underwater hull wouldn't be missing.

The advantage of using the Tartar is that any ship that can fire it in AA form can fire it in SSM form without modification to their hardwear.

See my edit with my Wasp class for my solution to the problem. I'm not very comfortable with the "could be earlier" train of thought though, because you end up with things like Helicopters in times like WW2.

Harpoon was in service (according to wiki) from 1977. Nearly a decade after the current date in Pax. Mid to late 60s is where you want to aim.
