From what I can find, oil fired boilers use simpler fire box of venturi like jets unlike coal which uses grates that must be cleaned and ash removed, also from what I understand forced draught can be easily implemented unlike coal as well, and the Tribal(F) class were all oil in 1905. You are talking about bags of coal moved by hand, ie not going to happen unless in a still anchorage and even then slowly. (unless I'm mistaken ?)
