The problem with Ratio changes is that OTL the US (and GB) are just massively richer so they don't have to accept anything less than superiority at 5v3 (and GB can just insist on septate totals for AUS/CAN/NZ/etc) True, and the only way UK would likely accept something less is if they were complete...

Quite an interesting design, might take notes for my own use. My main issue is that Huangti-class uses the 450 mm naval gun the French were developing in 1920 or so. Heads up: Further research seems to indicate that there were concepts made in 1940~1941 of a 15,000 ton cruiser. In other words, this Type Kou isn't as fictional as we originally thought. Now, the design as it is would be made up, but it's "creative interpretations" based on historical concepts.
