The "Equadorian submarine" is actually a drug submarine (link http://www.salem-news.com/articles/july ... ea-sub.php).
Now to the point: How many years would last a reverse engineered and later modernized Seehund submarine?

A few days, until the operator screwed up and got himself killed. Not exactly a good vehicle for long-distance smuggling (or, for that matter, short-distance offensive operations).
