These would been classified as Super Cruiser without the 25.4 cm and 23 cm guns :P But with an auto-loading mechanism system like Uss De Moines, it would be dangerous against the IJN CAs and CLs on the Battle of The Java Seas if the Royal Navy have excellent radar fire control directors and use them for BVR ranges to prevent the IJN's Long Lance coming into play.

I hope posts on the "Never-built" designs threads are restricted to REAL plans, projects and uncompleted ships for which plans exist taken from real naval sources.
Others belong in 'Personal Designs' and 'Alternate Universes'.
HMS Surrey was the last RN Washington Treaty design of cruiser, limited to 10,000 tons standard, and was a very tight design.
Des Moines was 17,000tons standard (Needed not only for heavier automatic turrets but also for the extra ammunition to fire more rapidly)
USSR Project 66 was around 24,000tons to mount 9x228mm guns.
