In 1989 HMCS Preserver entered refit at St Johns Shipyard during the work she suffered a catastrophic fire destroying the engineering and accomadation spaces. Structural damage to the ship was so significant that she was scrapped insitu. This Left the Canadians with a shortage of AOR capability. The Governement decided to replace Preserver and Provider which had always suffered problems in high seas. Looking at existant AOR programs the Canadian government decided to order Fort Victoria class AOR's but with some changes they were made double skinned and the medical capabilities were upgraded. The armament and electronics fit were to follow the original concept for the Fort victoria class but be based on the then proposed Halifax Frigates. Canadian yards were busy would be busy with work on the Halifax class so it was decided to order bare boats (Ie without armament and electronics) from Harland and Wolff in Belfast and for them then to sail to St Johns Shipbuilders for final fitting out.
Armament included 30mm cannon, 20mm Phalanx and Evolved Sea sparrow.
The Contract covered 3 vessels:-
HMCS Fort Chambly
HMCS Fort Fredrick
HMCS Fort Rudd Hill (later cancelled but completed for Royal Navy)
