That is correct, their designs were designed with too much firepower in mind (due to the very persistent wish to completely outgun Soviet Pr.7's and Japanese Fubuki's (and for said excess armament to be replaced with AA later in their lives)).Also I don't think Ukraine will name a ship after a Russian city.
As per cities, said cities would've been the part of the Green Ukraine, given how it claimed most of the Far Eastern fringes of Russian Empire up to Baikal in real history. As per if said cities retained their Russian names or those names would have been changed, that only shows how i didn't ever flesh the entire thing out.
