Catapults on destroyers weren`t something that was easily done. Some Fletchers were outfitted with catapults. The catapults were removed because it was`t as good as they originally thought.

And these were done to only a select few destroyers with the intention of having them be flotilla scouts. Even if it was deemed successful you wouldn't have had every destroyer suddenly be equipped with a cat. It's more in line with IJN Oyodo which was intended to use aircraft for scouting.

Nope, not every one. This, if I do it, would be a 4 ship class, and would be used as flotilla scouts, like you said. Besides, what indication did I give that screamed "He's thrown the crazy switch", and that I would want all my DD's to have cats on them?

More realistically (though not to imply the other option is less realistic), you'd just have a floatplane that'd be lowered into the water by crane and take off by its own power.
