Why two fusion reactors. You only need one. One can provide plenty of energy.

As for VASIMR... How are you going to dump the huge amount of heat it produces? Also, you're going to accelerate damn slow..

Okay, the size of that ship, an internal wheel wouldn't be big enough to provide any sort of gravity. It needs to have a really large circumference, and spin pretty damn short.

Even if that join can swivel in any direction (thats fine) its far too close to the top of the arm to be at all useful.

Most of the heat would go out with the plasma and the rest would be used to melt the rock.

I need two as VASIMR takes a lot of power to make that amount of plasma.

No, it doesn't. VASIMR doesn't work that way. I'm going to break this down for you, because you obviously don't understand how heat works.

-Plasma is incredibly hot, because of what it is (superheated gas)
-Imagine the engine is a cube with on open side. The plasma comes out of this opening.
-However, the plasma is in the cube for some time (and it is a non-negligible time)
-During that time, the plasma will heat the cube, often to very very high levels.
-As the cube cannot function when hot, what are you doing with this heat?

What would happen if it breaks and is drifting in a decaying orbit?
That is why it is crewed.

Recovery craft and special debris clearing satellites. There are many options currently being put forward to clean up the Earth's own space debris, all you would have to do is look at different designs and projects currently out there and decide which you think would most likely work and then adapt it. Now I must say I can't quote any of them, and more than likely many are just huge ideas that will never come to true fruition, but I encourage you to do research on the subject.

Just say you want to kill them.

Crew need air, food, water, energy, place, gravity ... you ship will be 10 times more expensive that automatic one. One micrometeorite can kill whole crew. If ship will be damage they have no resources, knowledge, parts or skills to fix it. They will die, if they lucky ... they will die fast. And in space, no one can hear you scream.

No a micrometeorite cannot kill the crew as it will bounce off most of the time unless it a large meteorite.
And don't go saying that the glass will shatter because if we can make glass that withstand the Challenger Deep it can most probably survive a micrometeorite

How thick is the hull on this thing? I mean to stop micro-meteors you have to resist quite a large amount of energy...

That plus weight. Do you know how expensive it is to get a large mass into orbit? A large mass like glass thick enough to withstand impacts?

It is built in orbit at a shipyard next to a space elevator.

It does have a kevlar armour underneath like the ISS.
