No. That's a radar that your 'new SPS-49' drawing is a better representation of than an SPS-49. There is no new SPS-49 drawing. The only way we're getting a new SPS-49 drawing is if it get approved by Erik_T, as he is the master of all shipbucket USN radar sets (this is actually mentioned on the USN radar sheet).

Presumably Seamaster 400 can handle any sort of target designation/illumination/etc that indigenous SAMs might require?
most likely. it is not mentioned in the data sheets I have seen. one things is for sure though: the I-mast has no radars that serve as directors only. so I think the SMILE (seamaster) can do illumination too, at least for guns (as there is no ship build yet with I-mast and missiles)
it is possible, that with missiles, an director would be placed on top (such as I drew) or that an apart director would be added. but most likely the SMILE does it, indeed.

also, what is that talk about the SPS-49 in this thread?

A few weeks ago i found this photo on the website of the belgium navy, it showed a NH-90 NFH dummy being used in Den helder (NL) on the M-frigate's for testing purposes. Never heard of it or seen it before so. Last night i was up to early so decided to make it and this is what it is:
