Nice work. The Soviets certainly gave free reign for their designers to come up with innovative, if somewhat odd, designs. Some made it to the metal bashing stage if they had the political support, if not they stayed firmly on paper.

I have so many questions, but the primary one is why.
Why make a VTOL float plane.

Understanding that for a significant amount of time the water in the north is too rough for a small floatplane to operate, the designers planned for an aircraft which could use a helipad on those occasions. But then if you're going to be able to use a helipad sometimes, why bother with the floatplane aspect at all? Maybe it all made sense in the late 50's/early 60's?
The Soviets had a few similar designs from Beriev/Bartini/Korchagin/Berlin including the VVA-14 already here on shipbucket. These designs seem to have paved the way for the ekranoplanes.

Lockheed CL-130 HOW, Hercules-On-Water amphibian

In 1968 Lockheed set to work modifying the C130 to become an amphibious flying boat. The modification would involve a redesigned nose, the addition of a boat hull directly to the standard C130 hull, changing the engine mountings to Electra-style over wing cowlings, and addition of a hydro-ski to the lower keel to allow operation onto sea-state 7 (!) conditions in a similar manner to a hydrofoil.
A 1/16th scale flying model was commissioned to test the concept. The design eventually progressed to increasing the vertical tail surfaces and dorsal fin and addition of horsal fins to increase extreme low-speed handling - both features carried forward onto Hercules STOL projects.
Unfortunately insufficient military or civil interest led to the promising project being abandoned.
