Italian Navy ask for 10 billions euro increase in the budget and for 18 new warships,

The chief of Marina Militare Italiana (Italian Navy) ask the Gov/Parlament for 10 bilions Euro increase in the budget in 10 years and the green light for start building from 2018 18 new 4000 ton. warships for MSS (Maritime Security Ships) role:

12 new Pattugliatori d'Altura Multimissione (PAM) - High Sea Multimission Patrol Ship

1 gun 127 mm OTO-Melara 127/64 LW Vulcano
1 gun 76 mm OTO-Melara 76/62 Strales
4/8 antiships missiles Teseo MK 2/3 or antisub missles MILAS
radar MFRA Selex - 4 fixed faces miniturized AESA and RASS
helipad and hangar for 2 NH-90 or 1 AW-101
3 x 15 meters RIHBs or FACs

under the helipad/hangar there is a hangar for vehicles (also for Amphibius SuperAV 8x8)
in the humanitary/relief configuration can generate energy and water for 6000 ppl
and can trasport 24 standard containers or a containerezed hospital
cost around 300 milions Euro

Did they realy took the hull of a DDG-51? for real?! Frigate or Strategic transport ship? what do you guys think of this plan?
To me this just looks like they took DDG-51s hull + some superstructure from Atago class DDG + Fremm systems and the idea of abslon....
