Final question for now. If this goes through the way we want, how will it affect already existing drawings, both ones here and the bootleg ones elsewhere?
It will not affect existing drawings. They were created under a different license, and unless uploaded to the main site, they will retain whatever license was in place when they were submitted.

The drawings belong to the artists credited (that's essentially what we've always understood to be the case). The use of the SB parts sheets is what makes things difficult.

As for the license of bootleg drawings done outside our agreements, we have no control other than to request them to be taken down.
