Russian Navy took the decision for the the design and construction in the near term of a a unique new generation of universal vessel, which will have the capacity of marine tugs, icebreakers and patrol boat at the same time. This versatility allows the vessel to carry out such a wide range of tasks in the Arctic zone.
The patrol ship Arctic class is designed for the protection and monitoring of the Arctic Water Resources, escorting and towing in the port of detention of ships, maintenance and support of supply vessels, participation in rescue operations, transportation of special cargo containers on the upper deck, as well as fire extinguishing on floating and onshore.
Here is the preliminary design of this Arctic Patrol ship.

The drawing looks good, but:

Have any of these vessels actually been completed yet? If so when?

At the moment you have them as "Here is the preliminary design of this Arctic Patrol ship."

Should the drawing be in 'Never Were' till they have been built, and we can be certain of the details?

@ Eswube: I used an old azipod drawing but screw doesn't look very fine... I'll wok on it
@ Heuen: definetely very similar to Svalbard Class... but she looks more "aggressive" (I have to work also on this screw!)
@ Krakatoa: preliminary specifications are very detailed and the unit is scheduled within 2016... Definetely this unit will not become a paper-ship and so I would prefer to keep in the Real Design section (it is an early drawing and not a Never Built Design)

As a general comment about geo-political situation of arctic region the Russian approach it looks much different from that one of the opposite shore, with Canada still working on projects for arctic patrol vessels...

A very nice drawing and indeed an interesting design that I had not heard about before.
A 76mm gun seems overkill on a patrol ship, but I guess "my gun is bigger than yours" might well feature in future Arctic posturing.

The gun is a 100 mm A-190! Moreover, containers could host missiles launchers...
As i wrote specification are already given and are showing clearly the russian approach for arctic area.
