The bow DOES look reenforced...
Was she built to push ice- not necessarily break it, but to b equipped to butt it out of shipping lanes?

It's indeed reinforced. IIRC she happen to use on riverers, so yea Ice and rocks are problems.

Ramming were considered a viable ASW tactic back then and while the specifics elude me, I distinctly remember it being done successfully in both wars.

Even merchant ships used these tactics, the RMS Olympic sinking a German U-boat in WW1, ramming U-103 on the 18 May 1918.

RN destroyers did it a few times in WW2, sinking submarines. However, it damaged their bows so heavily that they would have to go into dry dock for up to three months, so it was banned in... either 1940 or 41 IIRC

Although it was considered usefull, and was banned there were incidents even later when destroyers (especially those converted to escort duties) rammed submarines. Even the USN found it a viable option for ASW, that the Porter class destroyer leaders which were used as convoy flagship had a reinforced bows so they could ram subs without having their bows stove-in.
