Very not bad, but:

- stretch the hull out. A lot. It needs to be longer.

- Seaplanes need catapults. They don't just sit on the deck.

Some of the placement of the secondaries seems awkward, but no big deal to me.

I can't help but notice that you have a hatch that leads outside a goodly two meters above the deck.
Also, you're seriously over equipped with secondaries. You have almost as many as a KGV class battleship and four times as many as an E class light cruiser.

I suggest you take a look at PBs excellent Leander class, since you seem to be aiming at a miniature version of that.
