Sounds like a Wasp that has eaten some spinach. Why no fixed wing assets? Pretty sure some STOVL capability wouldn't go amiss with a vessel this size.

As in the JSF contender? Why not go with Harriers? They've been proven in numerous conflicts and are readily available etc.

So, I have a quick question. What is a cheap warship that we could build new, that can be equipped with good weapons and systems? It doesn't matter what country it is from. I need a Destroyer, and then I will make it into a frigate. What about a nuclear destroyer/frigate?

That depends entirely on what it's mission is going to be and what you consider to be a "good" weapons system.
That said, a MEKO design of some sort could probably cover the cheap part.
