Does it sit in orbit and shoot at the planet?
Or does it sit in orbit and shoot at incoming ships?

To fire a rail/coil gun you need to power capacitors which you need a lot of.
And that amount of solar panels will not be enough to power them.

Why wouldn't they? Sure, they'll limit the rate of fire, but given the cooling issues that might actually be a good thing.

If the gun is fired off regularly like a railgun mounted on a ship or land based position, yes it would need to produce power much more quickly, but again with the cooling issues, with that you can't fire off the gun as often or else components melt, burn, or simply fall apart from stresses caused by heating and expansion of materials. And no, I am not going to stick a reactor on the damned thing.
