The design is adequate... also, the Omaha class light cruisers had superfiring casemate batteries.

Do you think I should just keep them on one level?

They're Battle Flags. I can get rid of them, but I think it gives a kind of aggressive look.

Also, if I move the top casemates to the deck level, should I move the entire middle section down one deck?

Well, I'm not getting very many comments.. I'm not sure what that means, but I'm still trying to make the design better.
I decided to go back to the single row of casemates, and I raised the forecastle by 5 feet. My major question is the middle structure. Should I drop the entire thing down one level? My worries are that if I do that, the conning tower and bridge will be obstructed by the turrets.

The obvious solution would be to drop the entire structure down a level and then raise the bridge and conning tower back up a level.
